ABOUT THE ORGANIZATION

Community Overcoming Relationship Abuse (CORA), the only agency in San Mateo County providing comprehensive services focused on the needs of domestic violence survivors and their children, seeks a Database Administrator to maximize the effective use of client, service, and program data.

POSITION SUMMARY

The Database Administrator will work in close partnership with Program staff and the Grants & Contracts Officer to carry out efficient processes toward fulfilling funder requirements, guiding service delivery, and supporting public relations and marketing efforts. CORA currently utilizes EmpowerDB software to store data and generate aggregate information. The Database Administrator will act as CORA's EmpowerDB Administrator to manage the collection, storage, and retrieval of client, program, and service information. This position's primary deliverable will be timely and accurate data reports in compliance with government contracts and foundation grant agreements. This position will also administer EmpowerDB user access and protect the privacy of client data. After migration to EmpowerDB, this role will be primarily focused on rebuilding the system, learning how to use it effectively, building reports/queries, establishing data quality checks, and creating/updating documentation and standard operating procedures (SOPs) for data entry and running reports.

PRIMARY RESPONSIBILITIES

Data management and quality assurance:
  • Work in partnership with Program staff and the Grants & Contracts Officer to ensure ongoing alignment between data collection, reporting requirements, and program needs.
  • Configure and maintain the database through continual review of the structure and contents of data collection tools, data entry forms, and aggregate reports.
  • Assist in the development and implementation of monthly validation checks to identify problem records and other data issues.
  • Ensure the accuracy, completeness, and validity of collected data by performing corrective actions as needed (e.g., correct syntax errors, remove duplicates).
  • Make recommendations for improvements to agency data processes.
Data queries and reports:
  • Generate data and prepare preliminary funder reports related to the data for Program staff review, in coordination with the Grants & Contracts Officer.
  • Participate in tracking reporting timelines and requirements for institutional funding (government, foundation).
  • Incorporate data from multiple sources such as SurveyMonkey and Google Sheets into reports.
  • Produce relevant data and structure reports to inform the evaluation of services, program development, and strategic planning.
Database administration
  • Act as primary liaison between CORA and database vendor.
  • Manage users and their permission sets to safeguard database security.
  • Attend HMIS Lead webinars and CoC Performance Measure Subcommittee meetings.
  • Develop and apply practical knowledge of database features and functions.
  • Research, learn, and incorporate new features and functions for improvements to the database and agency data processes.
User support and technical assistance:
  • Provide ongoing technical support and troubleshooting to all database users.
  • Orient new database users to promote accurate data entry, as well as establish familiarity with database features and functions, data-related reports, and reporting processes.
  • Communicate upcoming database changes and/or new features and functions to database users.
  • Maintain user-friendly documentation and training materials to support database users.
KNOWLEDGE AND SKILLS REQUIRED
  • Bachelor's degree required, preferably in a quantitative, public administration, or related field. Master's degree preferred.
  • Experience producing reports and basic data analysis using Excel (including vlookups, pivot tables, basic formulas) or data analysis software required; experience with EmpowerDB desired.
  • Ability to take initiative and work independently and proactively to meet deadlines and expectation.
  • Excellent organizational skills and the ability to multitask and juggle multiple priorities.
  • Computer literacy with Strong competency in MS Office (Outlook, Excel, Word, PowerPoint).
  • Knowledge of performance management and evaluation techniques.
  • Excellent time management and problem-solving skills, with high attention to detail.

MANDATED REPORTER STATUS

This position is not subject to mandated reporting under California’s Child Abuse and Neglect Reporting Act (CANRA). Such a report, including sharing information with another employee who is a mandated reporter position without following "release of confidential information" policies is a breach of confidentiality is a violation of state and federal law and can result in disciplinary action, up to and including termination of employment.

CORA History and Overview

CORA has provided services to survivors of intimate partner abuse for nearly 40 years. Our programs include Crisis Intervention Services, including a 24-hour hotline, collaboration with law enforcement, emergency shelter options, and supportive counseling. Family Support Services provides mental health therapy, supportive/transitional housing, and a children’s program. CORA has robust legal services for survivors of domestic violence and provides educational workshops about the dynamics of domestic violence and healthy relationship skills.
